SPEECHES
In his letter of 5 December Mr Powell asked to have draft speeches for the visit by 7 December.
2. I now submit these drafts, together with a self-explanatory letter to Number 10. All three drafts have taken into account comments by Sir P Cradock and Dr Wilson, by the Governor of Hong Kong and by Sir R Evans. The banquet speech was largely drafted by FED.
