PRIME MINISTER'S MEETING WITH DENG XIAOPING:

POINTS TO MAKE ON HONG KONG

1. At your meeting yesterday afternoon you asked us to produce a

first draft of the points which the Prime Minister should make

on Hong Kong when she meets Chairman Deng Xiaoping.

2. This is attached. You may wish to look at it in conjunction

with the record of the Secretary of State's meeting with Deng on

31 July (attached). Our draft attempts to pre-empt some of the

concerns which Deng expressed about Our future administration of

Hong Kong.

3. It would be very helpful to have your reactions in the course

of 30 November, together with those of other addressees. We shall

then produce a revised draft to be discussed with the Governor

when he calls to see us on 3 December.
