be ready to confirm that we are committed to sound and effective
administration up to 1997.
4. Speeches in Peking:
Prime Minister will make two major speeches in Peking: at signature ceremony and at Bangquet. The first will deal in particular with
the significance of the agreement, the second more generally with
bilateral relations.
HONG KONG
5. Purpose of visit:
Will give important televised speech to joint session of EXCO and
LEGCO. Main theme future of Hong Kong and its place in the
world. Will emphasise continued British commitment to Hong
Kong.
Will also have a meeting with EXCO and discussion with UMELCO;
will meet community, government and business representatives; and go on a district visit. Object, to meet and talk to widest possible range of Hong Kong people, listen to their views and ensure them of Britain's continued commitment to Hong Kong.
