8. The priod we now face is one also for settlement. Britain and China in the 21st Century will be far closer than in the 19th for very understandable reasons. The mutual adventures we can seek on a basis of openness and equality are immense. Britain must have a major role in co-operating with China's modernisations plans. The goal of a strong and prosperous community of free nations is one we share. Trade is fundamental to mutual prosperity. And trust is fundamental as well.

Our talks have increased that trust. Our signatures have sealed that trust. We can look confidently to the challenge of the 21st century. And we can do so in a spirit which has shone through centuries in both our countries. It was given its finest expression in Britain in the poet Tennyson's ringing call: "To strive, to seek, to find and not to yield".

More is needed to flesh out the trade and technology remarks.
Something needed in international affair? Perhaps a mention of terrorism as something we must not pass on to the 21st century.

C. For conversational briefing some pharases might be useful eg: "dotting the dragon's eyes" when signing the agreement (entry 1687 in the SS WEL dictionary of Chinese Idioms ). "an hour in the morning is worth two in the evening" (page 22 in Chinnery's "Corresponding English and Chinese Proverbs and Phrases").
D. Please copy to Mr Galsworthy the attached (ie Mrs Thatcher's 1982 speech, her recent Mansion House Speech - recommended by Planning staff as a good example of her preferred style and the (guard carefully) "Thatchers Thesaurus" from Planning Staff).

E. I recommend very early consultation on the draft with
Mr Cowper-Coles in Planning Staff.
F. Later you may wish to consider whether any of the gifts chosen provide suitable ideas to put into the speech. And also whether any of Alvin Toffler's "Third Wave" iseas can be poached on in any way which would appeal to Zhao.
