Background

The Prime Minister has expressed the wish, within the constraints of a short visit with the Hong Kong agreement inevitably at centre stage, to do as much as possible to promote trade during her visit. It remains possible that she will seek the participation of businessmen in her programme, although she has been firmly advised against (Mr Galsworthy's submission of 13 November).

3. Consultation on trade briefing began with Mr Boyd's letter of 31 October to Peter Corley and other Departmental Under- Secretaries. Of the replies, Mr Corley's is by far the most substantive; David Morphet's is also helpful. The DHSS, MAFF the Department of the Environment and MOD have all made general bids for the promotion of exports in their sectors. Peking telno 2727 gives Embassy views. On the basis of these returns, I circulated to DTI, D/Energy and ODA this week a self-explanatory draft Private Secretary letter to 10 Downing Street outlining in general terms the briefing we had it in mind to prepare and alerting the recipients in particular to the paragraphs on trade.

Objectives

I suggest that the main objectives for your meeting be:

a) to reach agreement on the draft letter to No 10, and the form of briefing which it implies (we understand informally at desk level that this should not cause difficulty);
