PRIME MINISTER'S VISIT TO PEKING: BRIEFING

I attach a revised draft for the letter to No 10 on non-Hong Kong briefing, of which we discussed the first draft at your meeting yesterday afternoon. The draft has been expanded (at the end of paragraph 2) to make it rather more clear that we hope for a low profile on the commercial element of the visit. The other amendments are those agreed at the meeting.

I should be grateful for any further comments from recipients of this minute before submitting the draft formally. should also be grateful if HKD would provide a copy of the letter sent by the Private Office, I think on 14 November, as a result of Mr Galsworthy's submission of 13 November, together with No 10's reply; we are lacking at least the former and need it for the submission.
