In preparation for your meeting this draft of a letter to be sent to Number 10, dealing with the Prime Minister's briefing for Peking and Hong Kong. It is an expanded version of the letter on non-Hong Kong briefing which Mr Elliott submitted to Dr Wilson on 23 November, and also

incorporates certain amendments to that draft proposed by Dr Wilson.

2. You mentioned to me that you thought the letter might be little

more than a list of briefs. It could easily be cut down to this.

But I thought it better to leave it in expanded form for the moment

as an aid to discussion.
