A 1. Mr Powell S letter to you of 4 October recorded that the Prime

Minister will herself go to Peking, accompanied by the Secretary of State, to sign the Hong Kong agreement. Mr Powell invited us to

consider whether we should say anything at this stage to the Chinese

Government about the Prime Minister's intentions.

2. I think it would indeed be helpful if Sir R Evans could be

instructed to approach the Chinese at this stage. I submit a draft

letter to No 10, which explains why. FED concur.

3. I am submitting this draft as a self-contained letter, because I understand that Mr Boyd is not yet in a position to incorporate this

general draft on the Prime Minister's travels in Asia.
