2. Dr Wilson, with whom I have discussed this, agreed that we run a serious risk of upsetting the Malaysians and the Indonesians. It is possible that they could be brought to understand that the visit to Peking was exceptional. But they will find it very difficult to believe Mrs Thatcher's expressed intention to reinstate her visit early in 1985 if they are not authorised to discuss any sort of timescale. As we know, both Dr Mahathir's and President Soeharto's programmes for 1985 are filling up. The situation would be even worse if Mrs Thatcher's intention to visit Colombo during Easter leaked. There seems a strong possibility it might since`it will be recalled that the news of the postponement first leaked out in Colombo in August.

3. Would it be possible, I wonder, to go back to Mr Powell, perhaps on the telephone, to see whether we can get him to agree to a somewhat wider discretion for our Posts to discuss possible

dates.
