I do not believe that it would be appropriate for Sir Y K Pao to attend the signature ceremony of the Hong Kong

agreement.

If you are approached by the Chinese you should seek to

discourage them from the idea. You should say that Sir Y K, although a distinguished resident of Hong Kong, plays no direct

part in the administration of the territory. It would not be

understood if he was present at the signature ceremony.

3. If Sir Y K Pao raises this matter with the Prime Minister or

myself while he is in London, he will be told that we see

difficulty in the idea, and that in our view participation in the

ceremony should be confined to those more directly associated

with the negotiations.
