PROBLEM
1. Sir Y K Pao has indicated to the Governor of Hong Kong that he
would like to be invited to the ceremony in Peking when the Hong
Kong agreement is signed. What attitude should we take?
RECOMMENDATION
2. I recommend that we seek to discourage both Sir Y K Pao and the
Chinese from pursuing this idea. I submit a draft letter to No 10
covering a draft telegram.
BACKGROUND AND ARGUMENT
3. In September 1982 Sir Y K Pao created considerable embarrassment
by his deliberate high profile during the Prime Minister's visit to
China. We should avoid a repeat of this performance during the
signature ceremony. The draft letter to No 10 sets out the arguments against agreeing to Sir Y K's participation.
