In your letter to me of 6 November you agreed

that we should warn the governments in Jakarta,

Kuala Lumpur and Singapore before the Prime

Minister's visit to Peking was announced.

2. The Foreign and Commonwealth Secretary

recommends that as the announcement is likely to

be made on 29 November our posts should now be

sent instructions on the lines of the enclosed

draft telegram.

3. The decision of the Prime Minister to visit

China to sign the agreement will come as little

surprise and Dr Mahathir and the other leaders

seem unlikely to be offended that Mrs Thatcher

will not go also to South East Asia. Neither the

Malaysians nor the Indonesians would have wanted

a visit to their countries to be linked to one

to China, particularly as the latter would be

widely seen to be the more important of the tour.
