Speeches in Peking. As the letter states, we importance to the Prime Minister making two

speeches, one at

one at the signature ceremony and one at the banquet. Neither need be very long.

Our

Participation in the signature ceremony. proposals cover participation by Hong Kong

officials, by Unofficial members of EXCO and LEGCO and by other Hong Kong figures. They take into account the apparent intention of the Chinese to

invite "important Hong Kong figures" to observe the

ceremony. The Governor gave his recommendations on this point in Hong Kong telno 3451. We concurred,

pending consultation with Ministers (FCO telno 2233 to Hong Kong): the Governor has now discussed the

matter with EXCO (Hong Kong telno 3465). If the

Secretary of State is content with the approach which we have adopted in the letter to No 10, which

is consistent with the Prime Minister's views on how

to deal with Sir Y K Pao's interest in participating in the signature ceremony, we shall use this as the

basis for the speaking notes which we shall submit for the various forthcoming meetings between

Ministers and Sir Y K.

The subject matter of the talks in Peking. We

cannot yet be certain what will need to be said on

Hong Kong, but there will certainly be a number of

points for the Prime Minister to make to Zhao. The

proposals for discussion of bilateral relations and

international affairs are not very detailed at this stage. On all these subjects it will be open to us

to make more precise proposals to the Chinese nearer

the time of the visit.

The timing and content of the announcement of the

visit. We envisage that an announcement might be made in the week beginning 26 November.
