I enclose a revised draft in reply to your letter of 7 December which we have

discussed.

As I said when we spoke, changing the first line as suggested in your letter would

make it impossible to retain the second line in its present form. You will see what I

propose.

See the reference to "provision of an Act" rather than "an enactment".

Although

"amendment" is not apt for a provision of a prerogative Order in Council there can

be no doubt that such a provision is not a provision of an Act. Nor, of course, is it

a provision of an instrument made under an Act.

Paragraph 2(1)(a)

I did not find it easy to deal with your point about the person whose citizenship

depends partly on a Hong Kong connection and partly on a Gibraltar connection.
