territorial jurisdiction, such as we exercised in
other parts of China while they were under Chinese
sovereignty.
If Clause (1) is amended in this way
it may be preferable to add the words "and jurisdiction"
after "sovereignty" in the long title to the Bill.

On 26 September 1984 Sir R Evans put his initials
on the English and Chinese texts of the Joint
Declaration. The Chinese representative put the fluvere
characters for his full name on each text.
However
we think the point is academic because we would
prefer this clause to refer to the Joint Declaration
which was "signed in Peking on 20 December 1984".

4. In paragraph 3 of our original instructions we
referred to notification in the Gazette of the date
of entry into force of the Joint Declaration.
would like this sub-section to make it clear that the
date of entry into force of the section is to be the
date of ratification of the Joint Declaration, as
notified in the Gazette. This will avoid any need for
the Secretary of State to give certificates
e.g. to the courts, in order to prove the date on
which instruments of ratifications were exchanged.
