1. I have received today your minute of 7 December, having despatched my letter to Parliamentary Counsel on 7 December in agreement with Hong Kong Department.

I do not find it possible to imply from the text of Annex II that the duration of each visit will be only a few days. Paragraph 9 refers to frequency of visits (once a year in each location), rather than the duration of each.

Nevertheless, if I am right in assuming from what you say that nothing was said during the negotiations to imply an intention to confer privileges and immunities in respect of premises as well as persons, I am satisfied that we reasonably interpret the text as meaning what it says. is that members of the group (i.e. persons) shall enjoy certain privileges and immunities.
