The Memorandum is drafted by the Divisional team in consultation with Finance Division and the Treasury Estimate Clerk, as may be necessary, and must be ready by the time Legislation Committee meets in case introduction of the Bill follows immediately.
5.6 The Division should ascertain whether the Minister wishes to see and approve the Memorandum. It should be borne in mind that the Memorandum may need amendment later for introduction of the Bill into the second House, to reflect changes made in the first House. Parliamentary Counsel has the final look at the Memorandum and submits it to the Public Bill Office for attachment to the Bill.
