1. I submit a draft memorandum on the Hong Kong Bill, to be
circulated to the Cabinet Legislation (L) Committee.

3. The memorandum summarises in paras 10-11 Exco's consideration of
the draft Bill. I am submitting separately a draft telegram
instructing the Governor to inform Exco, at its next meeting on 3h
January, of the Secretary of State's decision that nationality provisons should be retained in the Bill.
4. I understand that Lady Young will attend the Committee on 9
January. I shall submit briefing in due course.
