HONG KONG BILL: BACKERS

PROBLEM

1.

To decide on the Ministerial backers for the Hong Kong Bill.

RECOMMENDATION

2. I recommend that in addition to the Secretary of State, Lady

Young and Mr Luce the following Ministers should be approached to

see if they would be willing to back the Bill;

The Prime Minister

The Lord President of the Council

The Home Secretary

The Chancellor of the Exchequer

The Secretary of State for Defence

The Lord Privy Seal

The Secretary of State for Trade and Industry

The Attorney General

Parliamentary Unit concur.

BACKGROUND AND ARGUMENT

The names of the presenting Minister and other supporting

Ministers are put on the back of the Bill by the Public Bill Office.

These backers should include the Ministers specially interested in

the Bill, but may not exceed a total of 12.

4. The proposed list of names includes all the members of OD (K) and

also Lady Young, who will present the Bill in the House of Lords.
