1. I have seen your minute of 6 December to Jonathan Powell. I
was in fact the negotiator on Annex 2. There were no clear
discussions about the issues raised in paragraph 2 of your minute. There is certainly an implication in the text of the Annex that
members of the group during the peripatetic period would visit the
other's capital for only a few days a year. There was however discussion at all whether the group would operate through its own Embassy,
or whether it would wish to establish any separate Mission premises. We certainly could not claim that there had been such an understanding. I think in fact that it is very probable that neither side would wish to establish separate premises. But I should be grateful to know if you will consider in the light of the
above that the provisions in the Bill as it stands are sufficient to
meet your obligations under the Annex.
