Here is a draft Bill in reply to the instructions sent with

Henry Darwin's letter to Engle of 13 November.

Clause 1(1). The wording owes something to Article 1 of the

Treaty scheduled to the Anglo-Venezuelan Treaty (Island of Patos)

Act 1942 (c.17). See also the Anglo-Italian Treaty (East African

Territories) Act 1925 (c.9).

Clause 1(2). How do you "initial" something in Chinese characters?

Schedule, para.1. This cannot of course operate until the Joint

Liaison Group meets and that cannot be before the Joint Declaration

comes into operation.

Para.2. I have deliberately compressed this as much as possible in

order not to upset the balance of the Bill. But the powers it confers

are I think sufficient to cover all the matters you describe.
