HONG KONG AGREEMENT: LEGISLATION ON PRIVILEGES AND IMMUNITIES FOR JOINT LIAISON GROUP

Your note of 5 November refers.

Whilst we are content with the proposals in general terms we have the following observations.

1. We could not agree to granting tax exemption (in respect of salary earned during the meetings held in London) to representa- tives of Her Majesty's Government. The words "as appropriate"

in paragraph 10 of Annex II of the Declaration were perhaps designed to cover this aspect.

2.

The possibility of a Hong Kong official representing either Government as a member of the Joint Liaison Group is, in our view, quite remote (but should perhaps not be totally discounted). If we have misjudged the chances of this happening please let us know and we will comment by return.

3.

We note from paragraph 6 of the Note that it is not intended to provide any of the support staff with tax privileges and we are content.
