1. I attach a copy of your draft instructions to Parliamentary Counsel with a few proposed amendments agreed with Mr Galsworthy also attach the reference documents referred to in the draft instructions. We do not of course yet have paper B (OD (K) and QL's agreement).

I understand from Lord Whitelaw's office that we do not now require formal authorization to put instructions to Parliamentary Counsel, and we can proceed when we have the agreement of OD (K) and QL.

The Home Office have promised to let us have a revised passage on nationality tomorrow, and we will pass it on to you.

3. We aim to submit the draft instructions to Sir P Cradock and the Secretary of State on Friday, 9 November.
