We have sent you separately the top copy of

Mr Ridley's minute to the Secretary of State dated 24 July about the need to provide a legal basis for Hong Kong's Air Services arrangements in the period before 1997 and the consequent need for legislation.

I was telephoned this afternoon by Simon Hickson (telephone Federal 3006) from the Home Affairs and Legislation Secretariat of the Cabinet Office. Не wanted to know whether there is a prospect of other legislation being necessary in the Hong Kong connection; if so, in what sort of time-scale; and whether any thought had been given to the possibility of putting through a general Bill to wrap up different kinds of legislation.

Perhaps you could be kind enough to let Mr Ricketts have a brief note on this subject. If you think the point can be disposed of orally, then please feel free to telephone either him or Mr Hickson.
