I agree with the submission and the attached drafts. I am clear
that it would be politically impossible to negotiate with the Chinese
a phrase such as "by 30 June 1985 or as soon as possible thereafter".
I am also clear that 30 June 1985 is the latest possible date we could
go for. Even so we shall have considerable problems with the
Chinese.
We shall need to impress on the Parliamentary managers that this is our considered view and that we have no room for manoeuvre. As regards the phrase "subject to the completion of the necessary procedures in national legislatures" we shall almost certainly have trouble with the Chinese over its inclusion, but we may get away with
it.
