Both the Lord Privy Seal, who agrees with me generally in these matters, and I are very conscious of the need for this Bill to meet its extremely tight timetable. We cannot therefore take any risks of undue delay. This I think must be paramount, even to the extent of using more Parliamentary time on subordinate legislation in subsequent sessions.

I am copying this letter to the Home Secretary, the Lord Privy Seal and the Attorney General, and Sir Robert Armstrong.
