LEGISLATION ON HONG KONG: PRIVILEGES AND IMMUNITIES

1. Please see Mrs Radice's minute of today's date about the privileges and immunities of the supporting staff of the Sino-British Joint Liaison Group.

2. This is a rather complicated matter which touches on the interests of a number of different departments. At the risk of overkill, therefore, I have produced the attached short paper recommending an approach to the problem. I should be grateful for the confirmation of addressees of this minute that the paper is factually

accurate, correctly describes the legal position, and is consistent with our policy on immunities in London and in posts abroad. It will then be necessary to consult Peking and the Hong Kong Government on certain points identified in the text.
