Thank you for sending me a copy of your minute of 12 October enclosing a useful paper about the privileges and immunities for the supporting staff of the Sino-British Joint Liaison Group.

I can see nothing wrong with the paper.

that POD would insist that the supporting staff, if provided by the Diplomatic Service, should enjoy the appropriate degree of diplomatic immunities when in Peking and, after 1988, in Hong Kong. How this is to be achieved is of lesser importance and I could go along with either of your three options.
