1.
Although we still await ministerial decisions on the contents of the Bill, I have prepared the attached provisional first draft of a set of instructions to Parliamentary Counsel.
2.
At an appropriate stage, e.g. as soon as they have been agreed between us and as soon as we have the necessary ministerial decisions, we should seek to clear them in draft with the Home Office. It will be necessary to pay particular attention to any additional provisions which we may need to deal with stateless persons.
3. You may also wish to consider whether we should at some stage consult Hong Kong about the draft. My own view is that it would be valuable to have Hong Kong's views at least on the section of the instructions dealing with the modification of laws.
