I have seen the Home Secretary's letter to you of 26 October in which he explains in more detail the way in which he would hope to deal with the nationality problem in the Hong Kong legislation.

I must say that I still have some reservations about the dangers of this course of action in terms of delay to the introduction of the Bill, but I do appreciate the point that he makes about the increased ease of handling which his approach would bring about. On balance, therefore, I am prepared to go along with what he proposes, provided that everyone concerned is seized of the absolute urgency of bringing this Bill forward as soon as possible. I would therefore like to be reassured that instruc- tions to Counsel are ready to be delivered on the basis now proposed.

I am sending copies of this letter to the Home Secretary, the Lord Privy Seal, the Attorney General and Sir Robert Armstrong.
