I attach a draft note to the IM Committee on legislation necessary to grant privileges and immunities to the five Chinese members of the Joint Liaison Group when in London. We have already circulated a paper on the more general aspects of legislation to OD(K) and QL Committees under a minute from the Secretary of State saying that in the absence of any dissent from colleagues by 9 November we will take it that members are content and deliver instructions to Counsel. In view of this we need to put this paper to IM as fast as possible, and I would be grateful if you could arrange to do this today. I have asked Mr Wood and Mr Burrows to pass any comments on the paper directly to you during the course of today.
