FUTURE OF HONG KONG: PART ONE OF THE WHITE PAPER

1. I submit a revised version of Part One of the White Paper.

This takes account of comments made in OD(K), and comments from

EXCO, the Governor and Peking. The sections of the draft that

have been changed are underlined.

2. We have now arranged for Part One of the paper to be set in

print although amendments can of course be made. I am submitting

Part Three separately.
