4. The SAR will be able to maintain its own economic and trade missions abroad, and will report the establishment of such missions

to the Central People's Government. There is no requirement to seek the prior approval of the Central Government.

(G) MONETARY SYSTEM

1. This part of the annex provides for continuity of the present monetary and financial systems of Hong Kong under the SAR. It is largely self explanatory. The only change contemplated by the annex is the progressive replacement of notes and coins which reflect

Hong Kong's present status as a dependent territory of the UK by designs more appropriate to the SAR. The currency will remain freely convertible.

2. The section of the annex on external relations makes provision for continued participation by the SAR in appropriate ways in international organisations and conferences concerned with financial and monetary questions. It is envisaged that these will include organisations such as the Asian Development Bank, and the Economic and Social Commission for Asia and the Pacific.

(H) SHIPPING

1. This part of the annex provides for the SAR to maintain an independent shipping register, and for private shipping and container businesses to continue to operate as they do now. The annex makes clear that the SAR will have autonomy in managing shipping business, and all ships, except foreign warships (for which the agreement of the CPG will be required), will continue to have

access to the port.

2. The section of the annex on external relations makes provision for continued participation of the SAR in international organisations and conferences dealing with shipping. It is envisaged that these will include the International Maritime Organisation. It also provides for international agreements to continue to apply to the SAR and these would include maritime agreements, and international labour organisation agreements
