FUTURE OF HONG KONG: PART THREE OF THE WHITE PAPER

1.

I submit a draft of Part Three of the White Paper which gives a detailed explanation of the Agreement and the Exchange of Memoranda.

It incorporates comments from Peking. It does not include an explanation of the Joint Declaration, which is fully covered in Part

One of the White Paper.

2.

The primary purpose of this section of the White Paper is to highlight the most important points of the agreement in layman's language, and to present it in the best light possible. It is also to elucidate areas where we have got what we want on substance,

but

by means of subtle language, the implications of which may not be

immediately obvious. We have however to be wary of provoking the

Chinese to public denials of our interpretations.

3. Hong Kong have said that they do not think that my original draft will fulfil its stated purpose. I have some sympathy with

this view: it is not easy to draft from London a text which is

essentially designed to take care of concerns in Hong Kong.
