I submit a draft White Paper, drawn up on the basis of the outline which I cleared with you. Peking and Hong Kong had only minor comments on this (Peking telno 1754 and Hong Kong telno 2384). These have been taken into account in the draft.
2. If you are content we will telegraph the draft to Hong Kong and Peking in the Future Egret series for comments. I shall suggest that Mr Burns is shown the text in Peking: but I would of course also welcome comments from Mr Watts, or from other copy recipients. I attach a copy of the 1971 White Paper on accession to the EC for purposes of comparison.

I recommend that in the first place we submit the outline of the White Paper to the Secretary of State on his return from leave. In the light of his comments on this we can amend our draft text with the aim of submitting an agreed draft by the end of the month. We shall also set work in hand on the explanatory notes which will make up Part Three of the White Paper.
4. An incomplete draft will then need to be put to OD(K), perhaps out of Committee, early in September. The aim will be to have the incomplete text in proof form well ahead of the final stage of negotiations, so as to cut to a minimum the time required for printing of the full text once the agreement has been finalised.
