Action Plan: White Paper

In order to complement your own flow chart forwarded in your telegram 1580 and the draft outline of the White Paper forwarded in your telegram 1572, I thought you might like to have the first draft of an action plan which we drew up last week.

2.

We have not yet discussed this in detail and there are a number of unsatisfactory features, including the fact that for planning purposes we have temporarily assumed that there will be a LegCo meeting on 30 September a Sunday! The plan does indicate the tasks which we have identified, together with the dates and the deadline plus or minus D-day.
