in the passage on consultation with the people of Hong Kong, the Secretary of State wonders whether there should not be a paragraph on parliamentary debates, statements,contacts between British MPs and Hong Kong, both in Hong Kong and London during the UMELCO visit. He realises that for Hong Kong consumption this is a secondary point, and that the White Paper's main impact must be there. But it will also be necessary to make an adequate bow in the direction of the House of Commons.

The Secretary of State had the same point as the PUS on the reference to the ceded territories in para 27.
