FUTURE OF HONG KONG: WHITE PAPER
1.
I submit a revised draft of Part One of the White Paper, taking
A B into account comments by the Secretary of State, the PUS and
sundry others on the original draft, and a covering minute to the
Prime Minister. I recommend that the Secretary of State circulates
it to OD (K) colleagues this weekend for consideration at next week's
meeting of the sub-committee (probably 12 September).
2. Mr Luce will not be back in the office until Monday 10 September
and will not therefore be able to comment on the White Paper under
this timetable before it has been circulated to OD (K) colleagues.
If the White Paper is to be discussed at next week's meeting
however, as it must be if we
are to have it ready for printing, we
should probably not delay circulation until Monday. We will of
course put a copy in the weekend box to Mr Luce.
