REPORT BY THE MONITORING TEAM
As I mentioned a day or two ago, I believe that
there would be advantage in our having a talk about the
way in which we should organize our report and the criteria
we should apply in seeking to reach the judgments we have
to make. This minute might serve as a basis for discussion.
Structure of the Report

I passed to you about two weeks ago (making
clear that I was not seeking any immediate reaction) the
first draft of a possible structure of our report. What
view do you take of that ?

It seems to me that we shall obviously need
sections relating to our appointment (Introduction); to
the nature of our monitoring task, and how we should
approach it; and to the programme of work we adopted.
In the present draft I have then proceeded to a final

I am sure that there will be merit in keeping our report
as short and succinct as possible. It is possible, however,
