This is simply a short letter to accompany two folders for the Foreign and Commonwealth Office archives. One deals with the modus operandi of the Monitoring Team; the other contains the papers relevant to the preparation of our independent report. We have erred on the side of inclusion rather than exclusion since I expect that the papers will be weeded in due

course.
