Disposal of Records and Documents

Thank you for your confidential memo of 23 October.

Mr. Justice Li and I have studied the draft instruction

to staff about the disposal of records and documents.

We are entirely content with the arrangements proposed.

We can be in touch near the end of November about the

action which/may be appropriate for us to take for the

purpose of assuring ourselves that the instruction has

been fully implemented.

Your draft instruction has led us to consider

how we should handle the papers which are gathering in

the Office of the Monitoring Team. Subject to any comment

which you may have, we would propose that those submissions,

forms, and other papers which, at our request, have reached

us from the Assessment Office should be returned at the

end of November to the Assessment Office for destruction

on the basis of paragraph 4 of your enclosure. There

will be some other working papers which we ourselves have

produced. We must, we believe, be responsible ourselves

for their disposal. I have in mind to consult the Hong

Kong Department of the FCO in due course about the extent

to which they would wish us to arrange for such papers

to be sent to London for retention for historical/archives

purposes.
