Both reports are in general very satisfactory from our point of

A 4. The report of the Assessment Office is lengthy. It shows some signs of the haste in which it had to be drafted; but in general it is scrupulous, comprehensive and fair in its analysis. The conclusions are summarised in Chapter 5. The crucial one for us is that "most of the people of Hong Kong find the draft agreement acceptable" The agreement was judged acceptable by all the principal representative bodies in Hong Kong, by the overwhelming majority of organisations and groups and by most of the individuals
