LETTERS TO

I submit, as agreed, а letter for the Secretary of State to send to Mr Healey, Mr Steel and Dr Owen, covering advance copies of the White Paper on the test of acceptability.

2.

The White Paper is to be published at 1100z on 29 November, and the advance copies will therefore need to be sent out by hand on the afternoon of 28 November. They will be available from the printers at 1500Z, and copies will immediately be passed to the Private Office.

3. On 29 November Mr Luce and Lady Young will be writing to selected MPs and Lords, after the time of publication, enclosing copies of the White Paper.
