Dear Steven,

I thought you would like to see a copy of the White Paper published today containing (a) the report of the Assessment Office which was set up to test the acceptability of the draft agreement to the people of Hong Kong, and (b) the report of the independent Monitoring Team appointed by Geoffrey Howe to monitor the work of the Assessment Office.

As you know, the Government is strongly recommending to Parliament the draft agreement on Hong Kong's future. I hope you will find this White Paper to be of interest in advance of next week's debate.
