I am writing on behalf of Mr. Justice Simon Li and myself to send you, under secret and personal cover, a copy of the report of the Monitoring Team which we have signed today. As you know, we have arranged for the report to be conveyed to London by the special courier carrying the Assessment Office report.

May I take the opportunity of conveying to you personally the thanks of Mr. Justice Li and myself for all the arrangements made by the Hong Kong Government to assist us in the discharge of our independent monitoring role.
