Thank you for being so helpfully in touch last

week with Mr. Justice Simon Li and myself. I feel that I should now send you, on a personal basis, the enclosed copy of a letter which I have sent by bag to Tony Galsworthy in London. It does, I think, explain itself.

Since I am writing, I should also mention another matter on which we shall need assistance at the appropriate moment. After we have completed and signed our independent report say, on 25th or 26th November, immediately after the Assessment Office's report has been presented to the Governor we shall require our English text to be translated into Chinese in preparation for publication in Hong Kong, probably not before 30th November. We assume that we should look to you to assist us in arranging translation, though Simon Li will certainly wish to satisfy himself that he is content with the translated text before publication. Perhaps you would let me know if you see any difficulty about this ?
