In discharging its duties, has it faithfully
followed the procedures presented in its terms
of reference ?

To some extent those questions overlap each
other; we approached them as follows:-
(a)
If the Assessment Office was to discharge its
duties properly, it had not only to perform
them accurately and impartially, but also to
carry them out with the maximum efficiency on
the basis of faithfully applied procedures.
We needed to be satisfied, therefore, that the
Assessment Office had made, and was operating,
efficient arrangements for handling all the
letters, submissions, and media material it
received through the processes of receipt,
registration, translation, photocopying,
analysis, assessment and final disposal.
(b)
We considered that the accuracy of the Assessment
Office's work would need to be judged in the
context of the analyses, assessments, and factual
summaries it would have to make of all the material
it received, and in particular of the "overall
