were accurately analysed and assessed by the Assessment
Office. [We also endorse on the basis of all the evidence
available to the Assessment Office and ourselves
the
general accuracy of the overall assessment of the Commissioner
set out in paragraph
of the Assessment Office report.

But, as he has indicated, an 'accurate' judgment
of "the extent of acceptance by the people of Hong Kong"
is rather more subtle than an aggregation of organisational
and individual responses. For our part, we would wish
to add, not any separate assessment of our own, but a
concise summary of our predominant impressions as Monitors
in support of the Conclusions we have reached on the
Commissioner's assessment.
21.
The principal vehicle of response has been the
impressive range of submissions from the many organisations
of Hong Kong, conveying overwhelmingly the message of
acceptance as well as an 'agenda' of reservations,
qualifications and questions to be resolved or clarified
in the years ahead. The response of individuals has been
secondary: most of those who have chosen to write have
done so because they had something as individuals to say.
They have, sometimes movingly, conveyed a more personal
message, which lends depth and colour to the message of
