the accuracy and the impartiality with which
the Assessment Office was making its daily
analyses and assessments.
(d) We attended, as observers, the regular meetings
held twice a week by the Commissioner for
the purpose of reviewing progress and considering
the latest batches of analytical assessments
of the letters, submissions, and media reports
and articles received.
(e)
We were given the opportunity to see, at
an appropriate stage, drafts of the Assessment
Office report in order to enable us to raise
any queries we wished and to make a timely
start with the preparation of our own report.

As to our witnessing function, we arranged
to attend a representative selection of meetings at
which the draft agreement was discussed as set out
in Annex II. Although the total number of meetings we attended was
necessarily limited, their character and composition were varied,
and we were able to listen to a wide range of views
expressed at different levels of the Hong Kong community.
