PROBLEM

1.

To decide when to publish the White Paper containing the report of the Assessment Office and Monitoring Team, and how to

its publication.

RECOMMENDATION

2. I recommend that we publish the White Paper at 1100 hours on 29

November and announce its publication through an inspired PQ on 27 November. I submit a draft telegram to Hong Kong.

BACKGROUND AND ARGUMENT

3. It was our original intention to publish the White Paper on the morning of Friday 30 November. This would have corresponded to our usual practice of laying a White Paper before the House on a

Thursday and publishing it on the following Friday. Ministers have

however emphasised the importance of getting copies of the White

Paper to Members of Parliament before they return to their
